The United States is being subjected to unauthorized and unregulated atmospheric weather modification, including atmospheric aerosol injection (AAI) — a form of geoengineering deceptively promoted as “climate mitigation.” These operations are occurring without public knowledge, consent, or congressional approval, and they pose a direct threat to public health, agriculture, the environment, and national security.
Federal agencies, private contractors, NGOs, and foreign interests are carrying out these programs with no oversight. While Harvard University’s Solar Geoengineering Research Program and other entities have made public efforts to inject particles into the atmosphere to “dim the sun,” other experiments are happening covertly, year-round. Even new companies like Stardust, launched in 2023, aim to develop proprietary technologies to block sunlight, yet there’s no legal framework, informed consent, or safety guarantees.
Twenty-four states, including Tennessee and Florida, are introducing legislation to ban geoengineering and cloud seeding, but states need federal support to succeed.
One of the toughest questions about geoengineering: What exactly is happening?
Geoengineering brings up unique and nuanced issues; the skies don’t stop at a state line! This is the time we need the federal government to support states the most in their individual health policies and concerns.
In 2024, current Secretary of Health and Human Services Robert F. Kennedy Jr. publicly called out these practices, tweeting: “We are going to stop this crime.” The American people agree.
First, we want to know what’s going on. Who is doing what, and who has oversight? We call on U.S. Congress to:
- Initiate immediate congressional investigative hearings. Conduct full-scale public hearings on geoengineering, weather modification, and atmospheric aerosol injection programs. These hearings must include whistleblower testimony, agency disclosures, and independent scientific review.
- Demand full transparency and public disclosure. Require all agencies, contractors, and NGOs involved in weather modification or solar radiation management to disclose operations, funding, and materials used. We demand informed public consent.
- Support state sovereignty. Assist the 24 states that are advancing legislation to ban geoengineering and protect their right to govern their own skies and safeguard public health.
- Hold perpetrators accountable. Investigate all actors — governmental and nongovernmental — who are engaging in unauthorized atmospheric interventions. Pursue legal action where rights, laws, and treaties have been violated.
- Enact a national ban on imposed weather modification. Introduce federal legislation prohibiting any form of weather modification, aerosol injection, or geoengineering within the United States or its airspace without full public transparency and consent.
Why does this matter? Geoengineering creates:
- A public health crisis. Aerosolized heavy metals and other chemical agents have been linked to neurodegenerative diseases, lung disorders, cardiovascular conditions, and immune system suppression. These toxins infiltrate our air, water, and food supply without public disclosure or consent.
- Ecological and agricultural destruction. Geoengineering disrupts natural weather cycles, soil composition, and plant health, leading to increased droughts, extreme weather, and food shortages. Many states are already suffering due to artificially manipulated weather patterns that disrupt the earth’s natural cycles.
- National security risks. Weaponized weather modification and climate manipulation pose serious threats to national security. Unregulated activities could be exploited by adversarial nations or private interests for economic and strategic gains.
- A violation of U.S. and international law. Geoengineering bypasses congressional authority, state rights, and global treaties, undermining both American sovereignty and the rule of law.
