The first independent inquiry into any country’s handling of the COVID-19 pandemic took place in Canada. The quasi-judicial inquiry was funded completely by donations of ordinary citizens. From March 16 to May 17, 2023, the inquiry held 24 days of hearings in eight cities across Canada from Truro to Vancouver and heard from over 305 expert and lay witnesses. Each witness provided a sworn testimony and was questioned by a panel of four independent commissioners. To watch the testimonies and read the transcripts click here. The objectives of this citizen-run National Citizens’ Inquiry (NCI) were TO LISTEN to the stories of Canadians impacted by the health protection measures adopted and the testimonies of experts, including those whose presentations differ from the government’s narrative; TO LEARN what went right and what went wrong during the past three years; and finally, TO RECOMMEND ways and means of ensuring that any future national crises are better managed, with harms mitigated, and trust in public institutions upheld. Three out of four Canadians report having been harmed by Canada’s COVID-19 policies. In particular, Canadians expressed harms concerning isolation, increased divorce or family tension, disruptions to the lives of children and students, job and income losses, business failures, increased mental and physical health stress, reduced health care quality, and limitations on rights and freedoms.
Most disturbingly, the inquiry commissioners received detailed information about the procedure through which “approval” for COVID-19 vaccines was granted in Canada.
Despite the novel technology employed in these vaccines, particularly those utilizing mRNA, pharmaceutical companies were not required to provide objective evidence of their safety or efficacy before widespread administration to the Canadian population. Instead, they chose to apply under the Interim Order test, which exempted them from such stringent requirements. The Interim Order has now been replaced with permanent regulations that simply adopted the Interim Order. This discrepancy directly contradicts Health Canada’s public messaging, which repeatedly emphasized the safety and efficacy of COVID-19 vaccines. The continued assertion that these vaccines met the same safety and efficacy standards as traditionally approved drugs is demonstrably false, as testified to the NCI by regulatory lawyer Shawn Buckley. Details are found here.
It’s important to understand that the COVID-19 vaccines were never approved under the traditional approval process for drugs in Canada.
Other testimonies heard by the NCI commission outline the serious shortcomings and inconsistencies of the manufacturing process, the false claims used in marketing, and the manner in which debilitating and fatal adverse events are now proven to be attributable to these toxic products.
On September 14, 2023, in the report issued by the commission, four recommendations related directly to the vaccine products were presented:
- Rescind the recently implemented revisions to the Food and Drug Regulations of the authorization of COVID-19 vaccines. These revisions permanently exempt these vaccines from the requirement to objectively prove their safety and efficacy under the Food and Drug Regulations.
- Immediately halt the further use of COVID-19 vaccines in Canada that were authorized under the revised provisions of the Interim Order and the newly revised Food and Drug Regulations.
- Initiate a comprehensive judicial investigation into how COVID-19 vaccines were authorized in Canada. Pursue criminal charges, if warranted, under existing Canadian law.
- Make all documentation related to the authorization process and information provided to the regulatory agencies by the manufacturers publicly available.
On November 28, 2023, the NCI commissioners issued their final report, complete with recommendations that cover the whole gamut of government, regulatory, legal, academic, medical, media, and other institutions. It will take a while for every relevant body to adequately consider and implement these recommendations.

Encourage your elected officials to listen to the testimony for themselves, learn the truth and facts regarding Canada’s COVID-19 response, and recommend how we as Canadians can make the changes to our society to ensure that our elected members of government, crown corporations, health authorities and other responsible leaders within our society never repeat the mistakes made by their predecessors.
