Kentucky state Representative Emily Callaway saw reports of prizes given to students at a school vaccination clinic and felt that something needed to be done. As a result, Callaway has filed HB41.
HB41 would ban kickbacks and incentives for vaccinations in Kentucky. The bill does the following:
- Prohibits any public funds from being used to provide any monetary or in-kind incentives for the immunization of any person.
- Prohibits the following from accepting, utilizing, or providing monetary or in-kind incentives for immunization of any person:
- A fully insured health benefit plan or self-insured plan issued or renewed to public employees.
- Public or nonpublic elementary schools, high schools, colleges, and universities.
- The Cabinet for Health and Family Services or any related entity including local health departments.
- Any health facility or health care provider.
- Private health insurance companies.
- Employers.
