In some places in Kentucky, when a child turns 12 or 13, medical systems require the child to sign to allow the parents to have continued access to the child’s medical records. Any parent knows that a child of this age is unable to make their own medical decisions.
HB174, sponsored by Representative Rebecca Raymer, would ensure that parents and guardians have access to all medical records not otherwise protected by state or federal law for a minor under the age of 18. HB174 has passed the House Standing Committee on Health Services, and the next step is a vote on the House floor.
