- This bill would mandate Annual Government Oversight: requires mandatory yearly meetings between homeschooling families and school district reps to review a “wellness plan.”
- There is no evidence of a problem: there’s no data or crisis to justify this level of intrusion into successful homeschool families.
- Bill S4589 violates family privacy: Invites government scrutiny into private family life — with no limits on what may be discussed, recorded, or required.
- Opens the Door to Health & Ideological Surveillance: Families who homeschool for medical, religious, or philosophical reasons may face pressure, mandates, or discrimination.

- New Jersey’s Homeschool Law Works: Families are already required to provide an education equivalent to public school. There’s no need for new regulation.
- In 2025, a Gloucester Township couple was charged after their teenage daughter, who had allegedly been homeschooled since 2018, escaped ongoing abuse. When tragedy strikes—especially involving children—it’s natural to ask what could have been done to prevent it. However, legislation like Bill S4589 is not the answer.
- This bill proposes mandatory annual meetings between homeschooling families and school district officials—regardless of whether there is any concern, history of risk, or reason for intervention. It assumes guilt instead of respecting the thousands of loving, responsible parents who choose homeschooling and succeed without government interference.
- Other States Trust Families — So Should We: 17+ states require no registration at all. NJ should continue to lead with trust, not control.
- We must not confuse targeted intervention with blanket surveillance.
- When there are signs of abuse or neglect, existing laws already empower state agencies to investigate and act.
- Punishing an entire population of families with invasive, one-size-fits-all mandates does nothing to stop bad actors—and may actually distract resources away from real threats.
- Protecting children and protecting civil liberties are not mutually exclusive. We can—and must—do both.
- Action: Let’s work toward smart, targeted solutions that keep kids safe without undermining the privacy, dignity, and freedom of families who choose home education for the right reasons. Please email your lawmakers and tell them no to S4589.
