  • HB4640 was not called at the Human Services Committee hearing by the bill sponsor, Rep. Deb Conroy (D), on Wednesday, February 2nd.
  • On February 3rd, HB4640 was moved to the 9:00 am, February 9th, Human Services Committee hearing meeting, which means … there is a NEW Witness Slip to complete.
  • HB4640, which will create the ACCESS TO PUBLIC HEALTH DATA ACT, will amend the Department of Public Health Act, the Vital Records Act, and the Illinois Controlled Substance Act that will seek to allow health departments to access your private electronic health records easily and seamlessly.
  • It is our understanding from reading through the HB4640 amendments to existing legislation that HB4244 [the IMMUNIZATIONS DATA REGISTRY bill/Sponsor Rep. Bob Morgan (D)] and HB4640 likely go hand in hand in that HB4640 will make it extremely easy to access the immunization data that HB4244 seeks to make health provider disclosure of vaccine records mandatory with an automatic “opt in”.
  • HB4640 is a violation of the U.S. Constitution and a HUGE OVERSTEP by government which will destroy any remaining public trust in Illinois state leadership.
